Blue light is at the short wavelength end of the visible spectrum which is more strongly scattered in the atmosphere at most sun angles.

The result is that the human eye perceives blue when looking toward parts of the sky other than directly at the sun.

Near sunrise and sunset, most of the light we see has to travel a longer distance through the atmosphere which scatters the blues and greens out.

What remains are the longer wavelengths which produce the familiar red sunrises and sunsets.
